Problems with IE9

Hi, I'm developing a web application and I am encountering a problem only in IE 9 and below. IE10+, chrome, firefox all work properly. The problem can be seen here https://webappstest.eiu.edu/univforms/records/index if you go to this link using IE9 or using an emulator for IE9.
