Fixed Table and row height - problem with drawing

Hello, I set fixed table height (using "dom" property in DataTables) and fixed row height (using css). After that, all rows are drawn on the bottom of the table and blank space is at the beginning. Where is the problem, please? Is there some addtitional setting needed or DataTables drawing needs to be rewritten? Thank you.
