Seems that it doesn't work on IE11. I loaded the live example https://datatables.net/examples/i18n/numbers.html
And got "Object doesn't support this action"
for formatToParts
What am I doing wrong?

You aren't doing anything wrong - it is an error in 1.12.0. The nightly has the fix in it and I'll to a 1.12.1 release tomorrow with the change.
