Is it possible to set up a DataTable & database on a laptop, or is a server required?

    There is no requirement for a dedicated server. You will need a webserver running on the laptop to serve up the webpages and handle the ajax requests (assuming that is what you want to use).

    I would just like to have it all local, and not hosted somewhere

    Yes, you can do that. Datatables doesn't care where the data is hosted.
